For cannabis and drugs policy reform, out of 650 MPs, there could not have been a worse person to seize power than Theresa May. There are a few who come close on both Tory and Labour benches but no one who has such a long record of bigotry, denial of evidence and refusal even to consider the subject.
Senior Tory MPs For Cannabis Law Reform
To be fair, I am a member of the Conservative Party, which to many people involved in the cannabis campaign is a mortal sin but my advocacy is based on science and evidence, not tribalism or wider politics. In any case, though many find this fact hard to accept, there has always been more support from Tory MPs than Labour. Highly influential and senior Tory MPs such as Crispin Blunt, Peter Lilley and Dr Dan Poulter are powerful advocates for reform. I firmly believe that the only sustainable route to legalisation is commercialisation and the left wing, nanny state, anti-business types are already pushing the ‘Big Cannabis’ scare stories.
So what can we do and what are we doing to advance our cause in these dark days? Theresa May always has been secretive, inaccessible, unresponsive and entirely disinterested in any opinion except her own. How can we possibly make any progress with a PM who has already shown she is prepared to cover up or falsify evidence and defines herself by her belief in a supernatural power?
There is more support for cannabis law reform in Parliament than ever before. It is now official policy of both the Liberal Democrats and the Scottish National Party. The support from Scotland is far more valuable than that from the discredited LibDems. With the added factors of Brexit and Scottish Independence, the SNP is in a powerful position to advance its policies. Also, in Ireland, both north and south, public support for medical cannabis reform is exploding. Michelle O’Neill, SinnFein’s new leader, has pledged medical cannabis reform if she is re-elected (though she has no power to do so!). Her negotiating position is immensely strong now that the problems at Stormont, the rise of Sinn Fein and the Brexit factor all combine to make a united Ireland a real possibility.
During the coalition government from 2010 to 2015, few doors were closed to us. Over that period, CLEAR conducted more meetings with ministers and senior politicians than the entire UK campaign had achieved in 50 years. Because we had support from the LibDems, and introductions from the Deputy Prime Minister, even Tory ministers were ready to see us, even if they were merely paying lip service. That all stopped with the election of a majority Conservative government and after Cameron stepped down the doors were slammed in our faces, bolted and double-locked. The campaign has been in the doldrums ever since. Or has it?
The last major achievement of the last few year’s campaigning was the release of the APPG report on medical cannabis in September 2016. Alongside it, Professor Mike Barnes, CLEAR advisory board member, published his review ‘Cannabis: The Evidence for Medical Use‘. To all impartial and reasonable observers, these documents should have initiated positive government action towards reform, even if it was only very limited in scope. But no, Theresa May didn’t leave it to Amber Rudd, her successor as home secretary, she stepped straight in herself on the day of publication, before she could even have read it and dismissed the report out of hand. This echoes the apocryphal story of James Callaghan, then PM, throwing the 1969 Wooton Report in the bin without even opening it. Such is the inertia and prejudice that has not softened at all amongst the bigots despite 45 years of science and research proving that there are better, safer, more beneficial options available on cannabis.
Lobbying Parliament
For now, individual lobbying of MPs is our only route to power. Over the years we have refined our approach to this and we know what works. Getting into ping pong correspondence with an MP is a waste of time. An initial letter or email needs to be followed up with a face-to-face meeting and a determined focus on getting a tangible result. What sort of result you should look for depends on your circumstances but getting your MP to arrange a meeting with a government minister should be your goal.
If you’re a medical user then you’ll want to meet a health minister, preferably the Secretary of State, if not a junior minister or perhaps an advisor to the Department of Health. Work with your MP to achieve the best result you can. Your MP doesn’t necessarily have to agree with you about cannabis but they should facilitate your communication with government, that’s their job. If you’re more interested in the economic or social benefits to be gained from reform, you could ask for an introduction to the Chancellor, a treasury or business minister, or someone at the Cabinet Office who is involved in policy development. CLEAR can usually provide someone to accompany you on meetings but this must be arranged in advance and agreed with your MP or whoever your appointment is with. Alternatively, we can provide advice over the telephone on how to approach the meeting, what to ask for and what evidence or supporting material to take with you.
If the Government Won’t Regulate Cannabis Then We’ll Do It For Them
With an intransigent government that does it all it can to evade engagement on this issue, there is more that CLEAR is already doing. If the government won’t take responsibility and regulate cannabis, then step by step we are going to do it for them. Someone has to, there is far too much harm and suffering caused by present policy.
The CBD Market
Through 2016 the CBD market in the UK really began to take off. These are products derived from industrial hemp, grown legally under licence that offer many of the therapeutic benefits of cannabis. They should, in fact, be more accurately termed low-THC cannabis as apart from crystals and a few, rare examples of isolated CBD, they are whole plant extracts and contain all the cannabinoids, terpenes, flavonoids and other compounds found in the plants from which they are made. Therefore they offer many of the ‘entourage effect’ benefits but with very low levels of THC. It was obvious though that this market was heading for problems. More and more dubious suppliers were starting up, many making brazen claims for the medical effects and benefits of their products and many without any product testing, quality assurance or honest customer service. The law was then and always has been crystal clear, you cannot make medical claims for a product without it being properly licensed or regulated. Inevitably, in June 2016 the MHRA stepped in and sent threatening letters to a number of CBD suppliers.
CLEAR took the initiative. We wrote to the MHRA requesting a meeting. We engaged with the leading CBD suppliers and our advisory board members Professor Mike Barnes and Crispin Blunt MP were quickly on the case. The story has already been extensively reported but now, nearly a year on, our efforts are coming to fruition. We led the approach to the MHRA and in the process created what is now the Cannabis Trades Association UK (CTAUK). It is now recognised by the MHRA, it has established a code of conduct and it is now the gold standard of quality, ethics and legality that can give anyone buying CBD products real peace of mind. There are still cowboys out there, making false claims, selling products that offer no real benefit and even endangering their customers with products that are illegal under the Misuse of Drugs Act 1971 or the Psychoactive Substances Act 2016. Now though, customers can go to the CTAUK website and choose a supplier that is operating legally, ethically and within the regulations that the industry itself has established. We expect the MHRA very shortly formally to endorse CTAUK members as legitimate suppliers of CBD products as food supplements.
Medical Cannabis

Neither can we accept the government’s irresponsible and cruel policy towards people who need cannabis as medicine. So CLEAR has taken a further initiative. After Theresa May’s dismissal of the APPG report, we approached the Royal Colleges of medicine. We pointed out that whatever the government might say, around one million people are using cannabis as medicine. Doctors have a duty and an ethical responsibility to educate themselves on the subject and be able to provide properly informed care to their patients. Our efforts have borne fruit. Professor Mike Barnes and I have worked with Professor Nigel Mathers of the Royal College of GPs (RCGP). We will be producing a draft set of guidelines on medicinal cannabis for GPs which will go the next meeting of the RCGP Council and is planned for publication in June 2017. If the government won’t do it, we will and the medical profession agrees with us. This will be the greatest practical advance ever made in medical cannabis in the UK.
Educating And Influencing Researchers

The UK is the most prolific source of research into the harms of cannabis, particularly the tenuous links between cannabis and psychosis. Despite dozens of studies, mainly from the Institute of Psychiatry at King’s College Hospital, this has never been shown to be any more than statistical correlation. Most of these studies are confounded by tobacco use but the latest work from Professor Sir Robin Murray and his team shows an even stronger correlation between tobacco and psychosis than cannabis.
Across the world, UK scientists have become notorious for this scaremongering which seems little different from the ‘reefer madness’ hysteria. To be fair, much of this is down to the UK media which has barely advanced since the 1930s in its reporting. It provides the environment in which researchers are able to gain funding for research into cannabis harms but hardly ever for cannabis benefits.
CLEAR is now working with the Institute of Psychiatry to develop a new and more balanced way of surveying the effects of cannabis. Dr Musa Sami has asked us to advise on the construction of a questionnaire on which the Institute will base its future work.
The UK Government’s Very Last Excuse For Denying Access To Medicinal Cannabis.
Essentially, UK government policy on cannabis hasn’t altered since 1971. Despite the vast amount of new evidence published since then and revolutionary change, particularly on medicinal use, all across the world, successive governments have stubbornly and obstinately refused to consider any sort of reform.
It doesn’t matter which party has been in power, Conservative, Labour or the coalition, it’s a subject that ministers and MPs simply refuse to engage with. It’s easier that way for them and be in no doubt: laziness, fear of a media backlash and deeply ingrained prejudice are the key factors in this impasse.
Grubby, Corrupt Deal Between Brown And Dacre
We had the downgrade to class C in 2003 and then back up to B in 2009 but this was a turgid and useless effort. No notice was taken of any evidence arising from this experiment. It was enacted to enable police to concentrate more on class A drugs and reversed based on Gordon Brown’s ‘Presbyterian conscience’ and a grubby, corrupt deal with Paul Dacre to win the Daily Mail’s political support. In fact, use went down while cannabis was class C and back up again when it was upgraded but governments have no interest in facts or evidence on this subject, only in political expediency and spinning advantage with the media.
The clamour for medicinal access has increased enormously, just as the evidence for its safety and efficacy has become overwhelming. The UK is now virtually isolated amongst first world countries with a cruel, inhumane and anti-evidence policy which makes us a laughing stock with all who are properly informed. It’s not a laughing matter for the victims though. For those persecuted by this nasty policy it is tears, pain, suffering, disability – all of which could be alleviated to at least some extent just by a stroke of the Home Secretary’s pen. It is sickening that all those who have held that office over the last 45 years escape without any shame or opprobrium on their character.
Home Secretaries Have A Lot To Answer For
CLEAR receives hundreds of letters and emails every year from people who have written to their MP about medicinal cannabis and it is astonishing that unlike almost every other policy, exactly the same words are used by all MPs. They slavishly repeat the Home Office line which is ruthlessly enforced across party lines.
There have been some subtle changes. The marketing authorisation issued for Sativex in 2010 has led to a minor change in the tired and inaccurate line ‘there is no medicinal value in cannabis’. It’s now become ‘there is no medicinal value in raw cannabis’. This is scientifically and factually incorrect. Pharmacologically, Sativex and the ‘raw’ plants from which it is made are identical. It is whole plant cannabis oil and its authorisation by the MHRA as an extract of THC and CBD is fundamentally dishonest. GW Pharmaceuticals reveals it contains more than 400 molecules, the MHRA says it only contains two and “unspecified impurities”.
More recently, and in the face of an explosion of supportive evidence, another line has been added. This states that ‘the UK has a well established process for the approval of medicines through the MHRA and that any company wishing to bring a medicinal cannabis product to market should follow this procedure. In fact, inside sources suggest that the government is very keen to see new cannabis-based medicines approved by the MHRA. It would take the wind out of the sails of the medical cannabis campaign
This is the very last excuse for denying access to medicinal cannabis. It is nothing but an excuse and one that is misleading and based on deception. If we can expose how weak, inappropriate and fake it is, the government will have nowhere else to hide.
Firstly, as demonstrated with Sativex, the MHRA process is incapable of dealing with a medicine that contains hundreds of molecules. It is designed by the pharmaceutical industry for regulating single molecule medicines, usually synthesised in a lab, which have the potential to be highly toxic. CLEAR rejects the tired, boring theory that ‘Big Pharma’ is engaged in a massive conspiracy to deny access to cannabis and to ‘keep people ill’ so it can continue to sell its products to the NHS. The MHRA isn’t engaged in such malevolent conduct, it’s simply incapable of 
properly evaluating a whole plant extract through its existing methods.
The bright, shining truth of this, that totally demolishes the government’s position, is that in every jusrisdiction throughout the world where medicinal cannabis has been legally regulated, it is through a special system outside pharmaceutical medicines regulation. Every other government that has recognised the enormous benefit that medicinal cannabis offers has come to the same conclusion: cannabis is a special case. It is far more complex but much, much safer than pharmaceutical products.
Of course, there is also the ludicrous status of cannabis as a schedule 1 drug, which prevents doctors from prescribing it. If it was moved to schedule 2, alongside heroin and cocaine, or to schedule 4 alongside Sativex (the logical choice), doctors could be prescribing it tomorrow and high-quality, GMP and EU regulated medicinal cannabis from Bedrocan would be immediately available.
So the MHRA is the final excuse, the last obstacle to a revolution in healthcare in the UK. We need an ‘Office of Medicinal Cannabis’ as there is in the Netherlands, or ‘Access to Cannabis for Medical Purposes Regulations’ as administered by Health Canada. Colorado has its ‘Medical Marijuana Registry Program’ and other US states have similar arrangements. Israel’s Ministry of Health has its ‘Medical Cannabis Unit’. In Australia, its equivalent of the MHRA, the Therapeutic Goods Administration, has established its own set of medical cannabis regulations.
This is now the most important factor in achieving medical cannabis law reform. Next time you contact your MP or in any advocacy or campaign work you do, this is where to focus your energy. Cannabis is a special case, it is not like other medicines. Once we can open the eyes to this truth the path ahead will be clear.
Facebook Says Calling A Black Man A Baboon “Doesn’t Violate Our Community Standards”.
On the other hand Facebook says that recommending a responsible, reputable supplier of verified, lab-tested, legal CBD food supplements does violate its standards.

At a guess (because you can’t get a straight answer from Facebook about anything), the issue is “We prohibit any attempts by unauthorised dealers to purchase, sell or trade prescription drugs, marijuana, firearms or ammunition.”
Now CBD food supplements are fully legal products. They are not prescription drugs. True, CBD is present in cannabis but it is also found in many other plants. So it’s difficult to understand what the problem is – but not as difficult as getting a coherent answer from Mr Zuckerberg and his disciples.
For the ‘offence’ of recommending a CBD supplier your page gets a seriously heavy warning to all page admins, a threat of permanent deletion and I, as the author of the post sharing a link to CBD Oils UK, was banned from Facebook for 30 days. Such is the reality of living under the diktat of the unaccountable, overbearing, bureaucratic monolith that Facebook has become.
However, when some vile American Trumpoid leaves a comment on the CLEAR page calling a black man a baboon, that’s just fine and dandy.
It is time that Facebook was placed under serious regulation for its unfair and oppressive trading practices. It has become so ubiquitous that it now has a responsibility that goes beyond any independent business. It is virtually impossible for individuals and small businesses to operate without a Facebook account. It should be subject to strict standards and forced to comply with fair practices.
I’m all for free enterprise but it’s time to slam Facebook hard for its tax dodging, its failure to take responsibility for publishing abuse and its unfair treatment of users and advertisers.
Home Secretary Invites CLEAR To ‘Enter A Dialogue’ On Cannabis Law Reform.

In a letter dated 15th August 2016, Amber Rudd, the new Home Secretary, has invited CLEAR to raise “any queries and concerns” about present UK policy on cannabis. This is the first time since 2006, with Charles Clarke, that the UK cannabis campaign has had any direct contact with a serving Home Secretary. It reflects the reality, now recognised in government, that changes in cannabis policy are imminent.
In recent months, there has been a manifest and significant change in attitudes within the Home Office. We have seen this through the process of obtaining a low THC cultivation licence for our partnership with GroGlo Research and Development. The response from the drugs licensing department has been enthusiastic. There has been no difficulty with our declared purpose of producing CBD oil for sale as a food supplement and we are now in detailed discussions on our application for a high THC licence, looking towards clinical trials for a medical product for chronic pain.
As soon as Theresa May announced that Amber Rudd would be heading up the Home Office, I contacted my MP, now Sir Oliver Letwin, thanks to Cameron’s resignation honours list. Although he will not openly support our campaign, in the past year or so he has been very helpful indeed, meeting with me on roughly a monthly basis and helping me navigate through the Conservative government. He has now put me in direct contact with Ms Rudd and I will be preparing a written submission as a preliminary to a face-to-face meeting.
In accordance with CLEAR policy, our first concern is how we can enable UK residents to gain access to medicinal cannabis on a doctor’s prescription. In practice that means Bedrocan products as there is presently no other source of prescribable, consistent, high-quality, herbal cannabis. I would expect that to change very soon though. Both Canada and Israel look like potential near-future sources. GW Pharmaceuticals is undoubtedly considering entering the market and our venture with GroGlo could shift gear depending on how quickly UK policy changes.
We will also be addressing the need for wider reform and a legally regulated market for adult consumers. Although medicinal access remains the top priority, there is no doubt that more overall harm is caused by prohibition of the recreational market. It is this that creates the £6 billon per annum criminal market which is the cause of all the social harms around cannabis. This will need to be handled much more carefully as, due to nearly a century of misinformation and media scaremongering, many people still retain great fear as to what legal cannabis will mean.
The one thing that has been very lacking in the cannabis campaign is pragmatism. Most campaigners for recreational use continue to be lost in a swirl of ‘free the weed’, teenage angst, outrage, revolution and delight in being a rebellious outlaw. That was until 2011 when CLEAR introduced a new approach which has led to more engagement with government than ever before. The emergence of the United Patients Alliance and now the End Our Pain campaign has helped this but these campaigns are focused only on medicinal use
The fact is that we need to work with Theresa May’s government and the anti-Tory tribalism that many still adopt is nothing but an obstacle to reform.
In addressing Ms Rudd, our overall strategy for wider reform will be:
1. A final separation from the ridiculous ‘free the weed’ movement and ‘stoner’ groups which are incapable of understanding how they are seen and despised by wider society.
2. Differentiation between medicinal use and the more controversial legalisation for adult, recreational use.
3. Shift public attention onto scientific and medical evidence rather than the very poor standard of media reporting.
4. End the fake policy that says ‘cannabis is dangerous therefore it must be regulated’. Educate that nearly all the harms around cannabis are caused by its prohibition, not by cannabis itself.
5. Emphasise the importance of harm reduction information, education about excessive use and essential investment in treatment for those who do suffer health harms.
6. Clarify that decriminalisation is no solution and is a dangerous option that would probably increase harm. The product needs to be sold within a properly regulated environment, careful that over-regulation would support a continuing criminal market.
A CLEAR Response To the Liberal Democrats’ Proposals For Cannabis Regulation.
CLEAR welcomes the Liberal Democrats’ proposals which can be seen here. We set out below a few comments which we intend to be constructive.
We represent more than 600,000 people who support cannabis law reform. Our own publication, ‘How to Regulate Cannabis in Britain’ is now in its second edition.
It is based on independent, expert research which we commissioned from the Independent Drug Monitoring Unit, published as ‘Taxing the UK Cannabis Market’.
Comments on ‘A framework for a regulated market for cannabis in the UK’
1. We support a cautious approach and agree that it is better to start with stricter regulation that could, based on experience, be relaxed at a later date if appropriate.
Spectrum of Cannabis Policy
We reject the diagram ‘Exploring a spectrum of options for regulating cannabis’ which paints an inaccurate picture of the effects of a legal market. Evidence from all jurisdictions that have implemented reform does not support the equivalence of ‘social and health harms’ with ‘ultra prohibition’ and ‘commercial production’. It is absolutely clear that legally regulated commercial production is far less harmful than prohibition.
Essentially, instead of a ‘U’ shaped curve, we consider an ‘L’ shaped curve is more accurate.
2. The diagram indicates a fundamental objection to the commercial model implemented in Colorado, Washington and Oregon and the report explicitly rejects the Colorado model in favour of the Uruguay model.
We disagree with this. The Colorado model is a proven success with virtually no downsides. The Uruguay model is still a theory which is yet to be proven in practice. This conclusion in the report is therefore not evidence-based. This suggests that wider political or philosophical considerations have been allowed to trump existing evidence.
3. We are concerned about the undue weight given to restricting commercial enterprise. The UK is not a socialist economy and there is a danger of a ‘nanny-state’ attitude which we cannot support. We repeat the point that it seems wider political or philosophical considerations have been allowed to prevail over actual evidence. There needs to be a balance between a ‘cautious approach’ as in 1. above and over-regulation which will only result in a continuing criminal market. The UK is a market economy and if the legal market is too strict and rigid, the illegal market will flourish.
4. We have very grave concerns about the cannabis social club (CSC) model which provides significant opportunity for the corruption of those involved into major criminal enterprises with exploitation of both workers and customers. The establishment of such ‘clubs’ is entirely unnecessary given the other more controllable methods of supply and will only lead to diversion and perhaps active marketing of excessive production through criminal networks. In other words, CSCs are a golden opportunity for the emergence of ‘drug pushers’ and they undermine the whole purpose of cautious regulation.
5. We regard the recommendation not to permit the production and marketing of ‘edibles’ as an error. If the other recommendations making raw herbal cannabis legally available are implemented then this will inevitably lead to the production and marketing of unregulated ‘edibles’, undermining the whole purpose of regulation. Far better to learn from the mistakes already made in excessively potent ‘edible’ products and introduce appropriate regulations with reduced dosages.
If anything, ‘edibles’ need regulation far more urgently than the raw product because of the potential for very unpleasant overdosing. To abrogate responsibility for this is an extremely unwise proposal and inconsistent with the whole basis for a regulated market.
6. We would encourage a more positive and supportive approach to enable producer countries such as Morocco, the Lebanon, Pakistan and Afghanistan to supply varieties of cannabis resin and hashish. Encouraging such trade under strict regulation will further undermine criminal activity and offers great potential for better relations and positive ‘soft power’ influence on these countries. We recognise the difficulties involved in this with regard to the UN conventions but consider it is a prize worth working towards.
7. For the same reasons set out above we consider that a refusal to regulate concentrates and vapouriser products undermines the whole purpose of a regulated market. Vapouriser products are almost certainly going to be an important component of the medical cannabis market. These nettles must be grasped. To avoid them is irresponsible.
8. We would argue for far more emphasis on harm reduction information, particularly about smoking and avoiding mixing cannabis with tobacco. As in 7. above, we would actively promote the choice of vapouriser products.
9. In principle we agree with the proposal for three levels of THC content and for minimum CBD content. However, there is no evidence to support the necessity for CBD content as high as 4%. The evidence suggests that levels of 1% or 2% adequately meet the desirable ‘entourage’ effects of CBD. Furthermore, at these levels, existing strains are available. Little consideration has been given to the practicalities of developing three new strains to meet the THC:CBD ratios proposed. To develop such strains and ensure they are stable and consistent is the work of several years, requiring significant investment and so undermines the ability to implement these proposals in timely fashion.
10. We consider that the ‘plain packaging’ proposal is unnecessarily restrictive in the UK’s market economy. We agree with child proof containers but would recommend that far more emphasis is given to content and harm reduction labelling. There is nothing to be gained from restricting the marketing and commercial enterprise of companies wishing to develop brands and packaging styles within strict regulations.
11. For reasons already set out we consider that the restrictions on exterior and interior retailer environments are oppressive and will be self-defeating. The UK is not accustomed to such overbearing and anti-business regulation. Existing pharmacies do not operate under such heavy restrictions and they make significant use of point-of-sale and merchandising techniques.
Overall, we welcome this document and the proposals it contains. One final point that is of significance is that clearly there was no ‘consumer’ representation on the panel and this is obvious in some of the tone and detail of the report. We recommend that account should be taken of consumer opinion in any future development of the proposals.
Now The Cannabis Petition Has Passed 200,000, What Can You Do Next?

It’s a great achievement that together we have doubled the the number of signatures required for a debate on cannabis legalisation to be ‘considered’. But it’s not over yet.
The government and many MPs will fight tooth and nail to stop any debate. You can be sure that the alcohol industry is already lobbying ministers furiously. It is terrified that there could be a much safer, healthier and legal alternative to its poisonous products.
So we can’t even be certain there will be a debate. Many, perhaps most MPs are incapable of dealing with this issue on a rational basis. They are transfixed by fear of what the media will say if they support reform. Most have no understanding about cannabis at all and base their views on the rubbish published in the Daily Telegraph or the Daily Mail. Even worse, they may rely on what the Home Office says. Be in no doubt, in the great history of Britain, never has there been more dishonesty from government than from the Home Office on cannabis. It deceives, misinforms and lies as a matter of course. It is Home Office policy to mislead the public about cannabis.
The next step is to contact your MP and do your bit to educate him or her on the truth. It is vital that you do this. For the first time, enough people have signed a petition to make it mean something. We must build on this effort. Do not let yourself or the rest of the country down. The responsibility rests on your shoulder as much as it does on everyone else’s.

You can write by letter to your MP at: House of Commons, London, SW1A 0AA
Please make the effort to take these steps in contacting your MP. Ideally, make initial contact by email or letter, then a week or so later make an appointment and go and see your MP.
Write To Your MP
Most important is that you must include your full postal address and postcode to show that you are a constituent. Without this your email or letter will be ignored.
Either an email or a letter is fine but you might want to consider doing both!
Write in your own words. MPs are now wise to what they call ‘campaign emails’. The large number of campaigns by groups such as 38 Degrees have really swamped MPs with repetitive correspondence. It doesn’t work to send what is clearly a template or automatically generated email. You will just be ignored. Many MPs actually warn against this now on their website.
So, in your own words, make these points:
1. I support the petition for a debate to be held on legalising cannabis.
2. More than twice as many people as required have signed the petition, so please will you do what you can to ensure that a debate will take place?
3. Legal regulation of cannabis will be much safer for everyone than the present criminal market.
4. £6 billion every year is spent on cannabis and it all goes to criminals.
5. I want to see cannabis available to adults only through licensed outlets with proper labelling and quality control.
6. I want to see cannabis taxed so that, as in Colorado, we can invest millions more in schools and hospitals.
7. Many people need access to medicinal cannabis for which there is now strong scientific evidence.
8. Please will you support and vote for legal regulation of cannabis?

Meet Your MP
The best way to arrange this is to telephone or email your MP’s constituency office. You will find the email address or phone number on your MP’s website.
Don’t get into a discussion with your MP’s staff about cannabis. Of course, explain why you want a meeting but concentrate on making the appointment. Don’t be brushed off. It is your right to meet your MP. Explain that you want an appointment as soon as possible, certainly within the next month or it will be too late.
When you go to the meeting, be on time, dress as if you were going to a job interview and be polite and respectful at all times. Ideally, print out the evidence above and take it with you. Ask your MP to promise to read it. Tell a personal story about how cannabis has helped you or how you or someone you know has suffered because of the law against it. Remember, your MP works for you so don’t allow yourself to be bullied or dismissed without proper attention.
What Will Happen Next?
If even one-tenth of the people who have signed the petition take the steps set out above we could well have a revolution!
Seriously, If every MP is contacted by at least half a dozen constituents who want a meeting on the subject it is going to make a very big impact.
This is our chance. Do not miss it. Do your bit. Don’t give up. Don’t be cynical.
Even if we don’t win this time we can make tremendous progress. We can weaken the evil forces of prohibition and start to drive it out of our lives and our country.
This is a call to action, as never before. Take this chance! Write to your MP! Meet your MP! Play your part in overturning this wicked, monstrous law!
The Disaster That Is UK Drugs Policy.
The more harmful, dangerous and addictive a drug is the more important that its availability should be legally regulated, otherwise, inevitably, a criminal market is created with massive consequential health and social harms.
In the UK, before the Misuse of Drugs Act was introduced in 1971, we had around 3,000 problematic drug users. We now have 350,000. Yet successive governments carry on in the same direction.
The vested interests of Big Booze have been supported and encouraged by weak politicians, leading to lighter and lighter regulation of the most dangerous drug of all. Meanwhile, relatively harmless and beneficial substances like cannabis have been abandoned to street dealers and organised crime, blighting communities and involving children in both dealing and use – just as happened with alcohol prohibition in the US.
All the evidence is before us and the most effective policies for reducing harm from drugs are very clear. What we need to do is sweep aside outdated, out of touch organisations like the Home Office and dinosaurs like the present Home Secretary, Theresa May. Yet since 1971, there have been a few intelligent and progressive ministers in the Home Office. Surely it is the irresponsible and obstinate influence of senior civil servants that has prevented governments from moving forward with reform?
Drugs policy must be based on evidence, not pressure from tabloid newspapers, the alcohol industry, scared and ignorant politicians and self-serving civil servants and quangos.
Parliament is now obligated to debate Caroline Lucas’ e-petition formally to evaluate the effectiveness of current policy. We must move rapidly and radically thereafter towards a solution that will work and put aside the idiocy of the last 43 years.
Let’s Get The Dealers Off The Streets!
Cannabis Is Not A Controlled Drug
Present policy abandons control to organised crime and street dealers.
If cannabis were properly controlled, it would be taken out of the hands of criminals. Growing, importing, distributing and retailing would become legitimate businesses, subject to proper control and regulation.
What Proper Control Would Mean
- Regulated sales: licensed retailers, labelling of THC/CBD ratio, other ingredients, weight
- Quality control: elimination of pesticide and fertiliser residues, bulking agents, impurities
- Regulated commercial production, reasonable limits on domestic cultivation
- Protecting the vulnerable: age limit, ID check, harm reduction information
We Need CLEAR Common Sense About Cannabis.
A Safer Britain
- Less crime of all types
- Police can focus on violent and harmful crime
- Lower alcohol consumption
- Fewer road accidents and injuries/fatalities
- Fewer children using cannabis
- Quality controlled cannabis with no harmful adulterants
- Fewer fires from hidden cannabis farms
A Healthier Britain
- Lower alcohol consumption
- Less use of dangerous/harmful drugs
- Medicinal use: Alzheimer’s, arthritis, cancer, chronic. pain, dementia, diabetes, epilepsy, glaucoma, MS,. Parkinson’s, stroke therapy.
- Preventative therapy against auto immune and neurodegenerative diseases
- More funding for healthcare

Appeal For Help – Did you attend Hyde Park 420?
There was an outbreak of violence in the early evening and the police are appealing for witnesses. We should do all that we can to help them.
DC Tony Esmond contacted me today and he is looking for witnesses to the violence to whom he can show some photographs of suspects. He is not interested in why you were in Hyde Park or anything to with cannabis. He wants to catch the thugs who inflicted serious injury on several people. I would count it as a personal favour from anyone who is prepared to do the right thing and step forward.

If you did witness the trouble then you should step forward. It is the right thing to do. Any society needs law and order and police to enforce it. Although we may use cannabis, we are still entitled to the protection of the law and we should support the police, particularly when violence is involved.
This is also an opportunity to demonstrate that we are reasonable, responsible and respectable citizens. Co-operating with the police over this strengthens our argument for the change in the law that we all want to see.
My understanding of what happened is that it was a perfect demonstration of why a regulated system for cannabis is a safer and more responsible approach. It was a turf war between two groups of dealers – the inevitable result of prohibition.
What is really ironic is that CLEAR had intended to organise an event in Hyde Park tomorrow, 7th May, to coincide with the international Million Marijuana March. We invested considerable time, effort and money in applying to the Royal Parks for permission. We agreed to pay a substantial bond, take out insurance, provide stewards at a ratio of 1:20 and undertake to clear up all litter. They didn’t actually deny us permission but they refused to allow us to use a stage or a PA – even though we pointed out that this would enhance public safety and order. Consequently we decided not to go ahead and instead we are running an event in Cardiff tomorrow where we have received constructive and positive co-operation from the authorities.
So the unofficial, unregulated and un-stewarded event at Hyde Park went ahead on 20th April with its own PA and look what happened. I left at around 5.30pm when the atmosphere was still peaceful but it was evident that a massive clean up operation was going to be needed. I hope that the Royal Parks will learn a lesson from this. I shall be writing to them pointing out what a foolish mistake they made.
So I urge you to contact DC Esmond if you have any information or if you witnessed any of the trouble. Now it should be obvious but If you go to the police station to look at photographs, don’t go there stinking of weed and check your pockets to make sure you aren’t carrying anything you shouldn’t be. You don’t want to put any of the officers or yourself in a difficult position!
(Yes, I did have a little chat with DC Esmond about cannabis. I sent him a copy of the medicinal cannabis leaflet and a link to the LEAP website. Well you’ve got to try, haven’t you!)
The Future Of Cannabis In Britain Is CLEAR
Last Thursday, 24th March 2011, the latest ballot of the membership of the Legalise Cannabis Alliance closed. By a two-thirds to one-third majority the members voted to adopt a new constitution and to change the party’s name. From that moment on we are known as Cannabis Law Reform or CLEAR.
We have moved away from the use of the word “legalise” because it is interpreted as meaning a free for all. It scares people, particularly politicians and the media and we, as a party, now understand that these are the people we need to influence if we are to advance our cause.
We have also refined and sharpened our aims and objectives. They are now simple, direct and clear:
- To end the prohibition of cannabis.
- To promote as a matter of urgency and compassion the prescription of medicinal cannabis by doctors.
- To introduce a system of regulation for the production and supply of cannabis based on facts and evidence.
- To encourage the production and use of industrial hemp.
- To educate and inform about the uses and benefits of cannabis.
Medicinal cannabis is our spearhead. We seek an end to prohibition for everyone but we demand immediate provision for those who need cannabis as medicine. It is an obscene and evil shame on our nation that so many who suffer are in fear of arrest and prison for using a medicine that transforms their lives.
We will build a new and effective brand and campaign. We are reasonable, responsible, respectable members of society from all walks of life and professions. We are discriminated against by an irrational and absurd policy. Cannabis is a wonderful thing. It is relatively harmless but it is a psychoactive substance and needs to be respected. It’s medicinal value is unparalleled but it also offers wonderful recreational, spiritual and creative nourishment. The relatively young science of cannabinoids now explains why cannabis has been treasured and used by mankind since the dawn of time. Prohibition is a ridiculous policy. The truth about cannabis is clear.
We intend to build a substantial membership. Annual subscriptions have been cut to £5.00 and for concessions £1.00. We ask everyone to make a payment of £10 towards campaign funding but money will not be an obstacle to anyone joining. Please show your support for our campaign and join CLEAR. Within the next few days we will launch a membership drive with the simplest way to sign up being payment by text message.
We will be fielding candidates in council and parliamentary elections all over the UK. We do not expect to win many seats but we intend our campaign to be given the respect and attention it deserves. We will seek electoral pacts with other parties who are prepared to sign up to our aims. If you would like to stand as a candidate, please get in touch. We also need voluntary workers all over the country.
We have exciting campaigns on the way that communicate the scientific truth about cannabis and demolish the scare stories and prejudice that is so widespread. We will never let another ridiculous tabloid story pass without challenging it. We will not allow our political leaders to get away with untruths and propaganda without calling them to account.
We will campaign for an end to the ludicrous waste of law enforcement resources on cannabis and for a regulated system of production that will exclude organised crime and the evils of violence and human trafficking that prohibition causes. We will educate users about cannabinoid content, different strains, varieties and methods of use. We will promote regulation to ensure quality, safety and restriction of sales to adults only.
We already have solid data that proves a tax and regulate regime in Britain would produce a net gain to the economy of at least £6 billion per annum, freeing up police to concentrate on real crime and massively reducing the harms caused by prohibition.
Despite the fact that most people in Britain have used cannabis to no ill effect and that between two and ten million people have it as a regular part of their lives, the cannabis campaign has failed to make any real progress. Now is when that changes. The future of cannabis in Britain is CLEAR.
